Definitely related to Korean Air Flight 007 which was shot down by the Russians after being mistaken as a spy plane.
During the early days of the investigation to the incident, the air traffic controllers were blamed for vectoring KAL 007 to fly into Soviet aerospace.
However, when the late Russian President Boris Yeltsin gave the blackbox to South Korea after the Cold War, it was discovered that it was the pilots KAL 007 who made the mistake when they inputted the wrong coordinates in their plane's flight computer.
JAL 123 is different, its more of an accident related to the plane's structure, not air traffic control.
